Why this is the answer
An effective responsible-service program is ultimately judged by whether it consistently prevents illegal sales — to minors and intoxicated persons — and reduces alcohol-related harm, while keeping the establishment compliant and its license secure. Speed of service, promotions, or volume sold are not measures of responsibility, and chasing them at the expense of compliance is counterproductive. Managers should evaluate their program against its real purpose: lawful, safe service that protects patrons, staff, the public, and the business. Keeping that standard in view guides every policy, training effort, and daily decision.
