Why this is the answer
It is generally illegal to sell or serve alcohol to a person who is obviously intoxicated, in addition to selling to minors. Serving an already-intoxicated person increases the risk of harm to that person and others (such as drunk driving) and exposes the server and establishment to liability. Responsible-service laws require sellers to monitor customers and stop service when someone shows clear signs of intoxication. Being a regular customer or the method of payment has no bearing on this legal requirement.
