Why this is the answer
PASSENGER SAFETY RESPONSIBILITY extends beyond the time passengers are seated on the moving bus. LOADING: Before opening the doors at a stop, the driver should verify the bus is completely stopped and stable; when doors open, the driver is responsible for ensuring boarding passengers move safely and quickly to their seats; on intercity/charter buses, carry-on luggage must be properly stowed before departure; UNLOADING: The driver should announce the stop clearly; ensure passengers have their belongings; monitor mirrors to confirm the aisle and door areas are clear; at school bus-style stops, verify no one has walked in front of the bus before proceeding; CHECK FOR SLEEPING OR INCAPACITATED PASSENGERS: At the final stop or end of route, the driver must inspect the entire bus for remaining passengers — sleeping, medical emergencies, unattended children; this is a federal and state requirement for school buses and good practice for all buses; DEPARTURE: Never move the bus until doors are fully closed and all passengers are safely clear of the vehicle; at stops, look in mirrors to confirm no one is still approaching or has just exited and is still near the bus before pulling away.
