When evacuating a school bus after a crash, why should students NOT be directed to cross the road immediately after exiting?

Drivers approaching the scene may: be slowing suddenly creating rear-end risk; be distracted looking at the crash; be responding emergency vehicles driving urgently; or be stopped and creating pedestrian vs vehicle risks. Students evacuating a crashed bus should: exit away from traffic lanes when possible; assemble on the shoulder or in an adjacent field or parking area — NOT on the road; NOT cross the road unless staying on the crash side is more dangerous (fire, water, structural collapse). The assembly leader (pre-designated student) should count students at the assembly point. The driver contacts 911 and stays with students until emergency services arrive.
